YouGov Poll on House of Lords Reform

All figures, unless otherwise stated, are from YouGov Plc. Total sample size was 2,349 adults. Fieldwork was undertaken between 18th - 20th April 2012. The survey was carried out online. The figures have been weighted and are representative of all GB adults (aged 18+).

Unlock Democracy welcomed the government’s commitment to introduce a statutory register of lobbying interests. However, we are disappointed that proposals that took so long to produce are so limited in scope. The Public Administration Select Committee published its report recommending a register in 2008 and it was part of the Coalition Agreement and yet two years into the new Parliament we are only just at the green paper stage. We are particularly concerned that the lack of senior ministerial leadership on this issue had allowed the policy area to drift.

Unlock Democracy believes that recall should empower voters, not parliamentary committees. Therefore, we propose that the public should be able to have the opportunity, once in a Parliament, to trigger the recall of a Member of Parliament. We want people to have the power to recall their MP and force a by-election if a majority have lost confidence or trust in them for any reason.

Unlock Democracy’s evidence to the joint committee on the draft House of Lords reform bill

In addition to writing our own response to the draft Bill, Unlock Democracy sought the views of our members and supporters. We ran a brief online survey on the key elements of the draft Bill as well as handing out leaflets at street stalls. We agreed to forward any comments people made regardless of whether or not they supported our policy. Over 4,100 people took up our offer, either filing in detailed comments on specific aspects of the proposals or just answering the survey. Many chose to do both. After discussion with the committee clerks we have submitted over 4,100 individual responses as a separate word document but we refer to the survey results throughout our submission and the data set is included as an appendix.

House of Lords reform consultation

Unlock Democracy campaigns for a fully elected second chamber using a proportional elected system; but we want to know what you think. How many members should the second chamber have? Should Government Ministers be able to sit in the second chamber? When should the elections take place? Should there be places reserved for religious representatives? What should the reformed second chamber be called? We are encouraging people to have their say in the Government’s consultation on how the House of Lords should be reformed.
